What do you think, Mass transit: rail system in Hawaii - how to build a small rail buggy

I live in Hawaii on the island of Oahu and our mayor, along with many other politicians pushing to build a railway system that benefits only a small part of my island and not the rest of the island or state. Not build cost 5 billion U.S. dollars to build, and most of the state. We pay tons of taxes for something that most of the state are never used. We have a request that people vote in November of this year before we have more than 50,000 signatures. The city and municipality rejects the request, and our mayor goes ahead with the project. What do you think sittuation and what the people in Hawaii.
